1. Rules
The regatta will be governed by the rules as defined in The
Racing Rules of Sailing (2005-2008) and the prescriptions of the SCIRA USA National Championship
Regatta Rules for Conducting Event (revised January 22, 2005), the SCIRA Rules
of Conduct for Conducting National and International Championship Regattas
(2005-2008), the Deeds of Gift and the Sailing Instructions. Appendix P,
Immediate Penalties for Breaking Rules 42, shall be in effect, modified so that
P2.1 (two turns) applies to the first and second protests, P2.2 (retiring from
the race) applies to the third protest and any subsequent protests, and P2.3
(retiring from the series) will not be used. In case of conflict between the
Notice of Race and the Sailing Instructions, the Sailing Instructions shall
prevail.
2. Advertising
This regatta is classified as an ISAF Category C event in
accordance with the SCIRA Event Advertising Prescription as published in the
SCIRA 2005-2008 Official Rulebook.
3. Eligibility
3.1
SCIRA USA
JUNIOR NATIONAL CHAMPIONSHIP REGATTA and SCIRA USA SPECIAL JUNIOR NATIONAL CHAMPIONSHIP
a.
For the
SCIRA USA Junior National Championship Regatta the skipper and crew shall be USA
citizens, or residents of at least one year, who will not be 22 years old or
more on December 31, 2008.
b.
For the
SCIRA USA Special Junior National Championship the skipper shall be a USA citizen,
or resident of at least one year, who will not be 20 years old or more on
December 31, 2008. The crew may be any age.
c.
At the time
of registration, both skipper and crew must be paid members in good standing
with SCIRA and SCIRA USA, and must complete registration and pay all fees
associated with the SCIRA USA Junior and Special Junior Nationals.
3.2 SCIRA USA NATIONAL CHAMPIONSHIP
REGATTA
a.
The event is
open to all skippers and crews who are USA citizens, or residents for at least
one year. The use of a crew who is not a resident of the USA may be approved
by the National Secretary provided that crew is a Member of SCIRA and a SCIRA
Nation.
b.
At the time
of registration, both skipper and crew must be paid members in good standing
with SCIRA and SCIRA USA, and must complete registration and pay all fees
associated with the SCIRA USA Nationals.
4. Entry, Registration & Measurement
4.1 Entry: Eligible competitors may enter by
completing an entry form and submitting it together with the required entry fee
to the Snipe Fleet 12 as set forth below, and by completing the registration
and measurement process set forth below in this Section 4 and as provided in
the SCIRA and SCIRA USA Class Rules.
a.

Fees
The entry fee for the SCIRA USA
Junior National Championship Regatta is $40.00. (Entry fee includes Saturday night
dinner for skipper & crew)
The entry fee for the SCIRA USA
Special Junior National Championship is $40.00. (Entry fee includes Saturday night
dinner for skipper & crew)
The entry fee for the SCIRA USA
National Championship Regatta is $250.00. (Entry fee includes breakfast, lunch and Friday night
awardsdinner/party for skipper and crew.)
b.
Registration
will open March 15, 2008 and entries are due by Thursday, July 3, 2008, for the SCIRA USA Junior National
Championship Regatta, SCIRA USA Special Junior National Championship and the
SCIRA USA National Championship Regatta.
c.
Entries for
the SCIRA USA National Championship Regatta postmarked after Thursday, July 3,
2008 and no later than Friday, July 25th, shall be subject to a $60.00 late
fee in addition to
the stated entry fee. Entries presented on-site on Friday, August 1, or
Saturday, August 2, shall be subject to a $100 late fee in addition to the standard entry
fee. There shall be no late fee for the SCIRA USA Junior National Championship
Regatta and SCIRA USA Special Junior National Championship Regatta.
d.
ALL MAIL
ENTRIES must be
post-marked no later than Friday, July 25, 2008, and be mailed to Doug Howson,
5100 Sonoma Mt. Rd. Santa Rosa, CA 95404, Entries for the SCIRA USA National
Championship Regatta postmarked later than Friday, July 4, 2008, shall include
the aforesaid $60.00 late fee in addition to the stated entry fee. Make checks
payable to Snipe Fleet 12.
e.
ON-SITE
ENTRIES All on-site
entries for the SCIRA USA Junior National Championship Regatta and SCIRA USA Special Junior National
Championship Regatta
must be presented to the registration desk at the regatta site no later than
1600 on Friday, August 1st. All on-site entries for the SCIRA
USA National Championship Regatta must be presented to the registration desk at the regatta
site no later than 1200 on Saturday, August 2nd and shall include
the aforesaid $100 late fee in addition to the stated entry fee.
4.2
On-site
registration and measurement will be as follows:
a.
SCIRA USA Junior National Championship Regatta and SCIRA USA Special Junior National
Championship Regatta
on-site registration and measurement will be at the Richmond Yacht Club as
follows:
- Friday, Aug. 1, 2008, from 0900 to
1800
- Saturday, Aug. 2, 2008, from 0800 to
0930

SCIRA USA
National Championship Regatta on-site registration and measurement will be at the
Richmond Yacht Club as follows:
- Friday, Aug 1, 2008, from 0900 to
1800
- Saturday, Aug. 2, 2008, from 0930 to
1700

Sunday, Aug. 3,
2008, from 0900 to 1200
Please Note:
Preference on Friday shall be given to boats being sailed in the Junior event.
4.3
Measurement: All boats and sails
are to be measured and weighed in accordance with SCIRA Rules by the host club
under a competent committee chaired by the US Chief Measurer. Boats and
equipment that display current SCIRA measurement stickers may be signed off and
passed at the discretion of the measurement committee, following the SCIRA
International measurement sticker program. All boats shall have a current MDS
on file with SCIRA, and it is mandatory that each boat carry a current class
decal, two Coast Guard approved life jackets, a paddle and a 10 meter 6mm tow
line.
Amendment #1
All boats will be weighed. Sails will be measured. Safety Items checked.
Spars and blades will be measured with stickered items reviewed before acceptance.
All boats are subject to measurement at any time at the reasonable discretion of Race Committee.

5. Schedule
5.1
SCIRA
USA Junior National Championship Regatta and SCIRA USA Special Junior National
Championship Regatta:
a.
On-site

for 0930 on Saturday, Aug. 2, 2008, for the SCIRA USA Junior National
Championship Regatta and SCIRA USA Special Junior National Championship
Regatta.
c. The scheduled time for the Warning
Signal for the first race each day is 1100, subsequent races will be started as
soon as possible after completion of the prior race.
d. Three (3) races are scheduled for
Saturday and two (2) for Sunday. The Race Committee reserves the right to
modify the race schedule.
5.2
SCIRA
USA National Championship Regatta:
a.
On-site
Registration & Measurement
- Friday, Aug. 1, 2008, from 0900 to

- Sunday, Aug. 3, 2008, from 0900 to

b.
Crosby
Elimination Series
- A Competitor's Meeting for the
Crosby Elimination Series of the SCIRA USA National Championship Regatta is
scheduled on Sunday, Aug. 3, 2008, beginning at 1700.
- The scheduled time for the Warning
Signal for the first race each day is 1200, subsequent races will be started as
soon as possible after completion of the prior race.
- The series shall consist of up to
four (4) races. Three (3) races are scheduled for Monday and one (1) for
Tuesday. The Race Committee reserves the right to modify the race schedule,
provided that no more than three (3) races will be sailed per day.
c.
Heinzerling
Championship Series
and the Wells Consolation Series
- A Competitor's Meeting for the
Heinzerling Championship Series and the Wells Consolation Series of the SCIRA
USA National Championship Regatta is scheduled for 1000 on Wednesday, August 6,
2008.
- The scheduled time for the Warning
Signal for the first race each day is 1200, subsequent races will be started as
soon as possible after completion of the prior race.
- Both series will consist of up to
six (6) races. Three (3) races are scheduled for Wednesday, two (2) races for
Thursday and one (1) for Friday. The Race Committee reserves the right to
modify the race schedule, provided that no more than three (3) races will be
sailed per day.
6. Sailing Instructions
Sailing Instructions will be
available at registration beginning Friday, Aug. 1, 2008. Amendments to the
Sailing Instructions and other notices will be posted on the Official Regatta
Notice Board located in the Jr. Room of Richmond Yacht Club.
7. Sailing Area
For the SCIRA USA Junior
National Championship Regatta, SCIRA USA Special Junior National Championship and the
SCIRA USA National Championship Regatta the racecourse will be located on waters
of San Francisco Bay adjacent to Richmond Yacht Club. The primary sailing area
will be directly South of the Richmond Yacht Club harbor. If conditions on
that course are unsailable in the opinion of the SCIRA Rep, then the secondary
sailing area in Keller Cove will be used.
8. Courses
The courses to be sailed on the primary sailing
area for the SCIRA USA Junior National Championship Regatta, SCIRA USA Special
Junior National Championship and the SCIRA USA National Championship Regatta
will be the Standard SCIRA Approved Courses (Olympic, Windward/Leeward, &
Triangle Courses). Due to venue constraints in the secondary sailing area, the
courses to be sailed for the SCIRA USA Junior National Championship Regatta,
SCIRA USA Special Junior National Championship and the SCIRA USA National
Championship Regatta may be adapted from the Standard SCIRA Approved Courses
(Olympic, Windward/Leeward, & Triangle Courses).
9. Penalties
RRS Rule 30.3 "Black Flag Rule" shall not
been used in this regatta.
10. Scoring
10.1 The SCIRA Low Point
Scoring System as modified in 10.2 and 10.3 below will apply.
10.2 SCIRA USA Junior
National Championship Regatta and SCIRA USA Special Junior National
Championship: Five (5) races are scheduled, of which one completed race
constitutes a series. If five (5) races are completed, each boat's worst score
shall be excluded, otherwise, a boat's series score shall be the total of her
race scores.
10.3 SCIRA USA National
Championship Regatta:
a. Crosby Qualification Series: Four (4) races are scheduled. The
Crosby Series shall be limited to a two (2) day event scheduled for Aug. 4 - 5,
2008, and races completed during those days shall constitute a series. If four
(4) races are completed, each boat's worst score shall be excluded, otherwise,
a boat's series score shall be the total of her race scores. If no races have
been completed in those two (2) days, a third (3rd) day shall be utilized for
the series, and the series shall be limited to races completed that day.
b. Heinzerling Series: Six (6) races are scheduled plus the
overall finish position in the Crosby Series shall be counted as a single race
score in the Heinzerling Series for a total of seven (7) possible race scores.
Three (3) races, not including the scores from the Crosby Series, shall
constitute a series. If six (6) races are scored, including the Crosby score,
each boat's worst score shall be excluded, otherwise, a boat's series score
shall be the total of her race scores.
c. Wells Consolation Series: Six (6) races are scheduled plus the
overall finish position in the Crosby Series (reduced by the number of
qualifiers for the Heinzerling Series) shall be counted as a single race score
in the Wells Series for a total of seven (7) possible race scores. Three (3)
races, not including the scores from the Crosby Series, shall constitute a
series. If six (6) races are scored, including the Crosby score (as modified),
each boat's worst score shall be excluded, otherwise, a boat's series score
shall be the total of her race scores.
Amendment #3 - The deeds of gift for the Heinzerling and Wells Series are modified for the 2008 Nationals only to provide that if there are fewer than 36 boats in the Crosby Series, there shall be no Wells Series sailed, and all registered boats shall sail in the Heinzerling Series.
11. Disclaimer of Liability
Competitors participate in the
regatta entirely at their own risk. See Rule 4, Decision to Race, of the Racing
Rules of Sailing (2005-2008). The organizing authority will not accept any liability for
material damage or personal injury or death sustained in conjunction with or
prior to, during, or after the regatta.
12. Prizes
12.1 SCIRA USA Junior
National Championship Regatta:
At a minimum, prizes will be
awarded to the skippers and crew of the top three (3) finishers. The winning
skipper of the SCIRA USA Junior National Championship Regatta will be awarded
the Commodore Owen E. Duffy Memorial Trophy,
and the winning crew will be awarded the Gilreath Trophy.
12.2 SCIRA USA Special
Junior National Championship:
At a minimum, prizes will be
awarded to the skippers of the top three (3) finishers. The winning skipper of
the SCIRA USA Special Junior National Championship will be awarded the "Old
Man" Diaz Trophy.
12.3 SCIRA USA National
Championship Regatta - Crosby Series:
At a minimum, prizes will be
awarded to the skippers and crew of the top five (5) finishers. The winning
skipper of the Crosby Elimination Series will be awarded the Crosby Memorial
Trophy.
12.4 SCIRA USA National
Championship Regatta - Heinzerling Series:
At a minimum, prizes will be
awarded to the skippers and crew of the top ten (10) finishers. The winning
skipper of the Heinzerling Championship Series will be awarded the Commodore
Charles E. Heinzerling Trophy. The winning
crew of the Heinzerling Championship Series will be awarded the Portage
Lakes Yacht Club Trophy. The second place
skipper and crew of the Heinzerling Championship Series will be awarded the Slauson
Memorial Trophy. The woman (skipper or
crew) having the best total point score of the Heinzerling Series will be
awarded the Eleanor Williams Memorial Trophy.
12.5 SCIRA USA National
Championship Regatta - Wells Series:
At a minimum, prizes will be
awarded to the skippers and crew of the top five (5) finishers. The winning skipper
of the Wells Consolation Series will be awarded The Wells Trophy.
12.6 Other Awards:
a. The skipper with the best total
point score for combined Crosby and Heinzerling Series Races will be awarded
the Harold
Griffith Trophy.
b. The Chairman of the Race Committee
for the SCIRA USA National Championship Regatta will be awarded the Macklanburg-Duncan
Trophy.
c. The Regatta Chairpersons for the
SCIRA USA National Championship Regatta will be awarded the National
Secretary Trophy.
d. The top placing married couple in
the SCIRA USA National Championship Regatta will be awarded the Carolyn Nute
Memorial Trophy.
e. The oldest placing skipper entered
in the SCIRA USA National Championship Regatta will be awarded the Masters
Endurance Trophy.
f. The highest placing Master skipper entered in the
SCIRA USA National Championship
Regatta will be awarded the Masters Award
Trophy.
13. Qualifications for Subsequent
Events
13.1 SCIRA USA National
Championship Regatta: The top four (4) finishers in the Heinzerling Championship
Series will qualify for the 2009 SCIRA World Championships.
13.2 The top two finishers
in the US Junior National Championship will qualify for the 2009 SCIRA Junior
Worlds.
13.3 While the right of
appeal shall not be denied under RRS 70.4, representatives to the 2009 SCIRA
World Championships will be selected based in part on the standings at the end
of this regatta.
13.4 Details on the SCIRA US
Rules For representation at international events can be found on the SCIRA US
Website at www.snipeus.org/official/international.htm.
Amendment #2
If a qualified competitor is a resident of an ISAF recognized and SCIRA International recognized country other than the United States (e.g., Puerto Rico, US Virgin Islands), then such competitor will not be eligible for one of the four qualifying positions for the 2009 Snipe World Championships because such competitor may qualify in his / her country of residence.
14. Support Craft
All competitor support boats or spectator craft
shall register with the Race Committee during registration or at such other
times with the permission of the Race Committee. All such support boats are
subject to the provisions of Rules 16 and 16.1 of the SCIRA Rules of Conduct
for Conducting National and International Championship Regattas.
Notwithstanding said rules, registered support boats and spectator craft may be
directed by the Race Committee to assist with course management for safety
purposes, and if so directed by the Race Committee, any team associated with
such craft will not be penalized for any infraction of 16 or 16.1 resulting
from such request.
15. SCIRA Representative
The US National Secretary? designee as SCIRA
Representative will be announced at the respective skippers meetings.
